Do I need to adjust the cloud draw distance in FSX settings if I have an external weather program?

 

That depends on the weather program, I think.  With Active Sky Next, it overrides the FSX setting.

 

Also, probably not the best place for this question since this is supposed to be specifically for PMDG products.

With almost all weather apps you have to set the distance.
