I think you need to have all of your Orbx / FTX products above the various scenery area entries that came with FSX originally and then you should have all your addon sceneries including photoreal scenery, airports etc above the Orbx / FTX entries.

There may also be a specific order for the Orbx / FTX scenery which you will need to check from the Orbx documentation and if you have FTX Global, you can use the scenery configuration tool that came with it to control the insertion point of Orbx entries in the scenery library.
