Global restriction below 10000 is 250kts max! In my FMC des page its set at 240?

No harm done at all. Often on approach you are assigned a speed anyway. Sometimes 250, sometimes slower, sometimes faster.

The "global restriction" is a common misunderstanding (though you're on the right track with the 737 - it has to abide by it):

 

 

 

As far as the 240 goes, as Lasse mentioned, it's just keeping a 10 knot buffer off of the speed so that you're safely away from it.  You can set it up to 250 if you'd like, but there's no harm in leaving it.  It's pretty standard to see aircraft/pilots descend like this, so it's not going to throw ATC off at all.
