The "global restriction" is a common misunderstanding (though you're on the right track with the 737 - it has to abide by it): As far as the 240 goes, as Lasse mentioned, it's just keeping a 10 knot buffer off of the speed so that you're safely away from it. You can set it up to 250 if you'd like, but there's no harm in leaving it. It's pretty standard to see aircraft/pilots descend like this, so it's not going to throw ATC off at all. Kyle Rodgers
