I have just downloaded two freeware terrain mesh data, FSX Alps 38m and FSX France 38m by Raimondo Taburet and Emile De Mesmaeker. These seem to overlap so can I use both meshes at the same time in FSX by activating them in the Scenery Library.

Yes, you should be able to use both of them without any issues.
