Does this FMC have SIDS and STARS.  If it does have SIDS and STARS, are these current ones or outdated?  I really have no idea how this FMC works.

The manual for the FMC says yes.

 

If it isn't included in the FSND downloads, the gauge and manual can also be fund in the library here (honeywellfmc.zip).

OK, but are these SIDS and STARS outdated, or do they match today's charts?

I don't know. I guess if you use up-to-date AFX files for the departure and arrival airports, you will get the current SIDs and STARs.

Well, I have some of Ray Smith's files from the library and also have a NavData update for the flightplanner/GPS.  Do you know if that would make any difference?  I'm thinking of downloading this FMC, it seems like it might work a lot better than the default GPS.

As I've said, I don't know. If I use it, I don't use its SID/STAR functions.

 

It's free, so why don't you just give it a try?
