Any else having this issue?  I have NCA with Global Vector, with Monterey installed on a fresh Prepar3d V2.3.  When operating in this area, the scenery lags.  It is as if you are running and than some one holds you back (slows you down), than releases you (speeds up).  I have this phenomena in no other Orbx scenery which includes Open LC, PNW, CRM, and Orcas Island.

You should open a post on OrbX support forum. They are quite helpful to sort such issues out.
