Hi Vernon,

 

please read WMO manuals related to the way TAF parsing should be done. ASN parsing conforms to these guidelines. To your specific questions: 

 

- The first TAF is decoded as:

   - The TAF was issued at Oct 19, 1130Z and is valid from Oct-19 1200Z to 2100Z. The "BECMG" section means a permanent change in weather. In this example as you correctly noticed between 1500Z and 1800Z, the cloud will become broken at 2300 AGL. (Please note that cloud altitudes in metar/taf are always reported in AGL). Similarly between 1800Z and 2100Z moderate rain is expected with reduced visibility (4000 meters) and 2 broken cloud layers at 700 and 1500 feet AGL. 

 

- The second TAF

   - The TAF was issued at Oct-19 1100Z and is valid from Oct-19 1200Z until Oct-20 1200Z (24 hours). Between 1200Z and 1900Z there is a 30% chance of temporary rain and reduced visibility ("7000 SHRA"), while from 1800Z until 2100Z the winds will become 28011KT. From 2300Z until Oct-20 0200Z the winds will become 22009KT and there is a probability 30% of rain and reduced visibility ("7000 SHRA") from Oct-20 0400Z to until Oct-20 1100Z
