From the FSX Free Flight page how can I get a 737NGX Cold & Dark that I can start engines from overhead panel, etc

You can define the startup panel state for the NGX in the FMC menu. This tells the plane that, every time you load it, it should start up like this. So just pick cold&dark from there, set it as default and try.
