FSX crashing right when the plane loads on the ground

Hi everyone, as you may know, I was experiencing problems relating to FSX crashing in random locations, yet the faulting module and important info was unknown.  I have since been experiencing a new crash with Stackhash_8382 and BEX.  I went on google and tried everything I could to fix it, yet nothing seems to be working. All help is appriciated. Here is the crash report:

There is a problem with your Microsoft.net 2.0 package.  See page 7 of the AVSIM CTD Guide.  Also look near the end of the guide for Probable/Known Solutions to BEX and StackHash errors.
