First a brief rant - there are times when I get very tired of tweaking and troubleshooting FSX, FSX SE, P3D, and associated scenery, aircraft, utilities and so on. Sometimes I just want to fly!

 

On to my question. I can't seem to change heading and/or course with the mouse wheel one degree at a time. Both heading and/or course will increment by up to 10 degrees at a time. Am I doing something wrong?

Have you got a registered copy of FSUIPC installed?

 

If so, tick Fix Control Acceleration  (FixControlAccel=Yes).
