what does it mean this message from operation centre notification //    ( orphaned texture folder " texture.fx" found in fsx . Do you wish to delete it ?

It means that there is a texture folder that is not used by the aircraft.  At one time you had installed a livery that is not longer active but the files for that livery still exist in the texture folder.  Absolutely  no harm in deleting it, or you can try to add the missing livery (if you recall which one it was or can figure it out) and not have to re-download the livery file... usually, easy way out is the delete.
