June 7, 201510 yr Sorry I haven't had time to respond, but mibmab is correct. The 3G switch is an OS settings that affects the entire OS. It works by allowing programs to opt in to use 3GB of VA instead of the normal 2GB, but that likely won't be useful if you only have 2GB of physical ram (and it could actually make things worse). The Maximum settings are only available if you 3GB of address space or more, which is only on 32bit OS with the 3GB switch enabled, or in any 64 bit OS. It may also check the amount of physical RAM is over 3GB, but not sure.
