after a complete reinstallation of Windows is not working PDFKneeboard (fsx acceleration) in the tab addons have this utility but does not download files, and everything is set up where you have written (modules, dll.xml)

Did you place the .dll in the modules folder of FSX?

modules in fsx folder  add PDFKneeboard.dll and

  

     <Launch.Addon>

        <Name>PDFKneeboard</Name>

        <Disabled>False</Disabled>

        <Path>.\modules\pdfkneeboard.dll</Path>

        <Commandline/>

    </Launch.Addon>

   </SimBase.Document>

in 

 C:\Users\[your username]\AppData\Roaming\Microsoft\FSX\dll.xml

  

isn't that meant to be without the .\
