Can someone please describe what the 1/8- 8/8 coverage means?  

Eights of the sky covered with cloud. So 4/8 is 50% sky coverage, 2/8 25% of the sky covered etc.  It was the normal way of expressing cloud cover in Europe and elsewhere for many years, until we adopted the American system of "Few"  "Broken" "Scattered" etc
