December 10, 201510 yr Some commonly used tools: Airport Design Editor SbuilderX ModelConverterX and other tools at scenerydesign.org Photoshop or GIMP (plugins for DDS and normal maps are useful with these) Instant Scenery Tools in the SDK such as Annotator, resample, etc For modeling you can use Gmax, Sketchup, Blender, 3ds Max Notepad++ is good for XML editing There are many more useful tools and resources at fsdeveloper.com For processing GIS data, check out osgeo4w package.
