Undocking views = more fps?

Here's one for the display gurus out there .....  It has got me totally baffled. Has anyone else noticed this or have the faeries been tinkering with my machine overnight?

My guess is it's more of an issue/bug with how the frame rate calculator works (are you using Geforce Experience to show frames?). I can't tell in your video because you didn't move the views around, but is it clear that the framerate was actually 90+ in each window? You could double check this with the shift-z FPS counter.
