Starting Radar contact via MCE

 I reinstall my windows,Radar contact and  MCE, but I could  not start the RC by saying open radar contact , as I used to

 

 

I did activate the RC in the MCE and also checked the mce.ini,  it is (UseRadarContact=1), and I try to run RC first after that MCE still does not work

 

 

can anyone tell me to fix this problem .
