FSUIPC control assignments going flaky with flaps has been known to cause this.  Move the FSUIPC.ini to your desktop for temporary storage and it will build a new one.  Test.  This rules out FSUIPC if problem continues.

 

You guys rock! It was the setting of spoilers (arm/disarm on a button) that was causing the issue. I am slamming through FL180 @ 2450 feet per minute.
