Just follow the instructions in the error message. Open up Windows Control Panel and then click on Internet Options (or, in the search box for Windows, type Internet Options, look up in the Menu and click on Internet Options).  Once open, click on the advanced tab and make sure you have the box marked as they recommend.  See the following example:

I had the same problem yesterday.  When I checked my TLS settings they we're fine.  Maybe there is a problem with the PMDG site ?

Best to go to the PMDG website, register in their support section and submit a trouble ticket.
