I suspect you might have an aftermarket anti-virus suite that is getting in the way. If not, are you running the OC as an admin? The path in the error message doesn't make sense at all. Kyle Rodgers

It's reporting a 16 bit app? Hardly. Moreover, I built/compiled/tested/run it on my 64 bit computer all the time without issue. Something on your specific system corrupted it (evident in the 16 bit report, and the illogical path). Try this: Kyle Rodgers
