As an i7 is out of my budget, would a build like this be good enough to run p3d v3/v4 at around 30fps with addons such as orbx, uk2000 and the NGX or will there be bottlenecks?

Power Supply : FSP Non-Modular 750W Power Supply (Silver 80 Plus Certified)

As long you're running a resolution of 1080P I believe that system could do what you want.  You'll need to OC but you should be able to get fairly high settings 

edit: one thing I noticed - go with 16GB ram - faster is better

Ok thanks, if I did upgrade to 16GB of ram and an i7 7700k (4.5ghz, Overclockable), will p3d be able to run at 30fps+ with a ton of addons or will the pc OM or bottleneck?

Well with tons of addons with lots of clouds and high settings you won't always get 30 - but I'd guess more often than not.

For P3D V3/V4 single threaded performance is still a big factor. Consult this chart.

Imho, while progress has been made in V4 to improve multicore use for loading and rendering, balls out single thread speed will continue to be the prime FPS factor for years to come.

Agree 100% it's funny after all these years how limited the ESP engine is.  Though XP11 is fairly similar
