can i use steering wheel pedals with saitek yoke system on prepar3d for rudder?

Possibly, but I do see an issue in that steering wheel pedals don't have toe brakes.  Not having those would reduce their function on the ground, unless you assigned the toe brakes to keys.. Ugh! :laugh:
