Does LINDA support the use of GoFlight rotaries??

LINDA only works with joysticks/devices that generate a single event via FSUIPC when a button is pressed or released. It the GF rotaries generate a distinct series of pulses when rotated in each direction then LINDA may work. 

The best way to check is to download the free to use LINDA and have a registered version of FSUIPC4/5 and see if it works.
