Unable to download liveries

The PMDG Operation center isn't allowing me to download liveries for any aircraft. Any time I click Livery Manager, it leaves me with "Downloading Livery Data... Connecting..." and never progresses. I'm running FSX:SE on Windows 10

Usually an issue with your anti-virus program getting in the way.

I have had this problem, too.  Try turning off your "Internet Protocol Version 6 (TCP/IPv6)" setting under your networking properties for your internet controller.  Just uncheck the box and click OK.  I reported this to PMDG several weeks ago and they said they would pass the info on to their team.
