I have done a clean install of FSX:SE and downloaded PMDG 747-400 Queen of the Skies II - Base Package for FSX  and PMDG 737NGX Base Package for FSX (1861-37). None of them installs Operations center in Windows 10 64-bit properly. I cant find OP center anywhere in the start menue, unless i search for it in Windows search or start it from its known install folder.

Is this how it should be?

I think the installer needs to be run with admin rights to be able to add to the start menu.  I prefer to use either a desktop shortcut or pin the OC to the taskbar, makes it easy to pull up because I use the documentation frequently.  You will find the application in the Program Files (x86)/PMDG Operations Center folder.
