Cleared down to wrong altitude

Was doing a flight from YGTE to YTVL cruising at FL100. Near TOD I was repeatedly told to descend to 1900'. Many times, with expedite, etc. This was over mountains and 1900' was not viable - I was also about 100nm from the airport!  I tried to get a manual clearance down to 4000', but was told by P2A that the MSA was 5500'. Which was correct for the area. So P2A knew that it should not have given a 1900' clearance. Anyway, I simply ignored the whole thing and dropped to 7000' for another 50nm then things went back to normal, good approach and landing ok.

Not sure what happened there - perhaps a one of and can be ignored? I mention it for information only.
