VC overhead panel via a button

Is there a way to assign the vc overhead panel to a joystick button ?.

Or invoke it via  a key combination ?.

I would recommend using a view manager like ChasePlane. https://fsfxpackages.com/en/ChasePlane 

with this application, you are able to assign bothe internal and external views to button or key combinations.   There is also a shared community which gives you the ability to import other users’ views.

As Kevin says above, Chaseplane is the way to go. Keeps getting better and better.
