to read the manuals I use a translator.
the manuals are locked
can you send me unprotected?

There are some sites where you can unlock pdf's or convert to docs. Have you tried that?

This might be a limitation of your PDF reader, because it works fine on macOs with Preview.app for example. 

The PDF is saved to allow copying content for accessibility, maybe try another reader compliant with the PDF restriction?
