I'm using joystick rudder as nose wheel steering. I assigned it from FSUPIC, Axis assignment, send direct to FSUPIC calibration, Steering Tiller. 

Suddenly, this axis starts control rudder only. I tried to use another axis for Steering Tiller but I got the same result. 

How can I fix that?

One thing you could check is that all your USB power settings are disabled.  You'll find these in the Windows Device Manager.
