No ATC frequencies at KMCO

I have the latest navdata and there are frequencies in my custom scenery but none show up in P2atc. X Plane 11.26.

Not sure where you looking for the frequencies, but in Info panel you can enter the airport ICAO code, KMCO, even when not connected, and you should get about 16 frequencies.  

The Frequencies are taken from the Navigraph or NavDataPro data and are not affected by scenery.

That's what I thought and I have cycle 1812. I don't know why but I was using scenery that I download from X Plane.org and had no frequencies show up in the info panel so I purchased KMCO from the store and it's fine. Don't know why one didn't work and the other one did. Weird.
