I would use the method that makes the most sense to you in terms of the organization of your addons. As you are dividing them up by country, option 1 seems the best choice. Effects files or textures shouldn't use that much space, so you gain little by unifying them - and have the additional effort to always copy files around (a procedure which I am trying to avoid, not to confuse possible uninstallers). Technically, option 2 is the better one, since the sim has to process less files - so it is faster in finding them. But unless we are talking about thousands of files, that wouldn't really matter.
