One of your DLL.XML files is broken, it doesn't have XML format anymore. Happens quite a lot when these files are edited manually or changed by installers that are unaware of XML rules.

The XML format is very strict, the tiniest deviation from the rules renders the file unreadable to proper XML parsers (in this case the standard XML parser from Microsoft .Net).

This file looks fine, but there is no way to be sure (it is impossible to see invalid characters or encoding issues in a screenshot). You would have to send the original file to me by email. Address is on the last page of the P4AO manual.

Also, there could be a second DLL.XML file in C:\ProgramData\Lockheed Martin\Prepar3D v4
