EVGA FTW3 Ultra start up issue

Greetings. 
I am trying to figure out the cause if this behavior. There are times when I start my computer GPU EVGA logo light on the video card edge does not light up and GPU fans spinning super fast. Computer, Windows etc works perfectly fine. I don’t torture the GPU and I turn off the computer and start it again and then GPU starts normally. I can see EVGA logo light and GPU fans are spinning at a normal rate and very quiet. If I start computer like 20 times I may notice this behavior few times maybe. This is new build and the company which build this PC was trying to figure out what was problem but was unable to find anything. EVGA support suspected bad power supply but I replaced it and still the same issue. 
I am wondering what else could it be.
