LatinVFR KBWI Performance Issues and OOM's

Just installed LatinVFR KBWI in FSX and P3d V3 and am experiencing low FPS and constant OOM errors within 15 mins of being on the ground in any payware aircraft. What could be the cause of this issue and how could I go about fixing this issue. I'm running on a beefy PC so it can handle any payware scenery or plane. 

Aren't OOM's known to be unique to the V3(32bit version) of P3D?  I have excellent performance out of BWI LVFR in P3DV4

I'm running it in FSX and P3dV3. I'm still in the 32bit world which is sad. Tried uninstalling and reinstalling but that did not help...

KBWI is my home airport. I haven't had any of those issues. Quite the opposite. It has some of the best frame rates of all of my payware airports.

I haven't run FSX in a while, but I don't recall having frame rate issues there, either.
