It shows up with a new install of Orbx Central. If you had FTX Central 3 installed, then you installed Orbx Central, you will 100% have seen the onboarding flow. The app will quite literally not run without showing you that dialog.

Have you tried contacting Orbx support about this? This is abnormal behaviour. Also ensure you have "Legacy Layering" unchecked in the settings.
