Yes they will. The SDK is available to everyone.

Is there any kind of compatibility for FSX addons, or will this be a whole new ballgame?

Rather think of it as a whole new sim. There has been talk of FSX add-ons being modified to fit, but, as MSFS aircraft have 100x points of contact per surface vs FSX,, I would rather use planes that are designed for the sim

I strongly suspect that some of the more recently-developed add-ons for P3D, maybe not FSX so much, have seen developers changing their working methods a bit in order to have a project which can more easily branch  off into two development tracks, one for P3D/FSX and the other for the new MS sim.
