I have closed everything I could find. Through Apps and Features > Terminate option and manually via Task Manager. Same problem.

I have found that it is a thing for an Insider Win10 versions, and apparently Microsoft knows and working on a solution...

I have the same problem. Installation creates the C:\Programmes\WindowsApps folder and possibly the exe inside but the folder is locked to TrustedInstaller - possibly the problem, lack of access. Cannot change access.
