There is a precipitation bar in any weather theme and I was wondering if you can let it (sporadically) rain by setting the slider to the max (eg with scattered clouds or overcast). I have not experienced it yet.

Yes, you can make it rain in Few, Scattered, or Broken if you want showery tropical thunderstorms.  You just have to play with it.  The second layer of clouds is the one you want to mess with.  For instance doing PNG or south pacific bush flying I do Scattered Clouds and set the Lower layer to 1600-3000, low coverage, mid scatter. Then the second layer 5,000-50,000 and then under settings crank the precip up to max and lightning to 10.   Then you can do the top layer and set it from 50-60k feet.  It looks fantastic.

I'm not sure quite what you are asking though.
