Developer FPS Tool. "Limited by..." What???

So when I run the FPS tool built into the game I get a red box (mainly red anyway) that says "Limited by" and then either says CPU or GPU, but the font is so bad that I can't really tell which one it is. I'm assuming this is telling me which one of the two is my main bottleneck and since I'm running a GTX-1070, I'm assuming it says GPU, plus the CPU on resource monitor, never seems to go over 30% (which makes me wonder if there are other settings I can increase that are CPU-dependent that won't hurt the fps). I'll be upgrading to a 3070 once those are plentiful, but for now I just would like to be sure I'm reading this right. Any ideas?

Whatever is hitting red most often is what you are limited by. Look at the graphs and not the text below the FPS.

It's the top box that's red so I'm assuming that's the GPU as it's where the resolution and such are displayed.

Not necessarily, you have to look at the individual bars below, the one that it's red/black more often is related to the bottleneck.
