I am using MSFS 2020 and REX Weather Force (for MSFS 2020). Where can I find the metar report.xml file ? (the pilot2ATC ask this when I set REX weather in the WX menu). Please....

that file doesn't exist on REX, you can't use that option , use NOA weather

Update yes you can use REX  just "Enable Data File Exports" in REx weather and the Export folder will be created in you Rex weather folder. choose that export folder for the METAR file location
