Core i9 10900 CPU Clock Speed Question

With my nonK 10900, I've removed the CPU power limits and have no issue hitting 5.1ghz turbo speed in CPU stress tests with good temps, but when running P3D I never go above 4.6ish Ghz, even during taxing situation, and my CPU usage with P3D is often under 50%. Does this seem normal? I'm running an RTX 3080 along side it. FPS seems about what I'd expect, but I'd likely get even better FPS if I was running 5.1 in P3D lol

This depends on the possibility of the mainboard to deliver enough power to the CPU when it is operating at high clock speeds.

Depends on your cooling the CPU will boost high if you have good cooling and my MB only has 2 memory slots less work for the CPU, HT off.
