Guys I noticed my default this is not in P3d v5 hf1 cfg file.

is this needed anymore to prevent ctd?

or I can leave it out?

I believe they have fixed the issue so that it is no longer needed.  I've been flying non stop for several days and haven't had a CTD yet....knock on wood.

No that was a temporary fix till HF1 not needed now. this why deleting the  config when updating is needed and the shaders to remove custom shaders that may cause problem with any new default shaders.
