Can't Run FS9 On Windows 10 Pro

I'm having a strange problem with FS9 after I had to re-install Windows and am lost on what to try next. I have an Optiplex 7010 DT running a refurbed copy of Windows 10 Pro 64bit and the first time I installed FS9 it eventually worked perfectly after a few re-installs because Windows Defender was complaining. Eventually it would load normally and never crashed with addon aircraft. The hard drive it was installed on failed a few months ago so I've replaced it with an SSD and re-installed Windows 10 Pro using the Media Creation Tool on the Microsoft website to download it to USB and boot from that. I also took out the 3 x 2Gb sticks or RAM that came with the PC and replaced it with one stick of 8Gb RAM.

I've been able to install other games and software but can't get FS9 running. I'm using the disks to install it and when it wouldn't run with disk 4 in the drive I read that the nocd patch can get around this. It worked to an extent because now it loads the spash screen and then the main area. I can click on settings and make changes there, change the airport and weather and view training videos like the introduction from John and Martha King but if I try to change aircraft or start a flight with the default aircraft the curser changes to a blue circle as if it's loading but nothing happens. Sometimes it will crash to desktop but most of the time it remains stuck like that so I have to open task manager and close it from there. Sometimes I can't open task manager so have to reset the PC.

I re-installed it and then the nocd patch and it loaded up but this time when I clicked on 'Fly Now' it loaded the flight and I was able to change the view and leave it running for 10 minutes with the cockpit view. I ended the flight, tried it again by clicking on Fly Now but this time it changed to a blue circle flicking between the blue circle and the white arrow curser. I've done a few re-installs each time adding the nocd patch and tried it with and without the fs9 9.1 update but each time it loads up to the main area fine and there are certain things I can do like change the settings and assignments but if I try to change aircraft or start a flight it just changes to a flickering blue circle and nothing happens. The same PC used to run it fine so could the new install of the OS be causing a problem? I've tried compatibility modes and disabled anti virus and the firewall but something is stopping it from loading. 

Any ideas on what I can do next? I plan on trying out a newer sim but that isn't going to be until later in the year so really want to get FS9 working and stable so I can start adding aircraft and FSPax.

I recall seeing behaviour like that when trying to load an aircraft with the Reality XP FLT and FLN gauges a few years ago.  Try this:

Disable Error Reporting in Windows 10

1. Open Services from the Run dialog box. You can open the Run dialog box with the Windows Key + R keyboard combination.
2. Enter services.msc to open Services. 
3. Find Windows Error Reporting Service and then right-click or tap-and-hold on that entry from the list. 
4. Choose the Properties option from the context menu. 
5. Next to Startup type, select Disabled from the drop down menu.
6. Click or tap OK or Apply to save the changes. 
7. You can now close out of the Services window.

I guess you're in fullscreen mode. Try going to windowed mode. In FS9.cfg, edit this line:

[GRAPHICS]
FULL_SCREEN=1

Change it to a 0.

Thanks to you both for the suggestions. Turning off Windows Error Reporting Service and setting windowed mode in fs9.cfg hasn't fixed it and I still can load it up to the main screen but when I try to start a flight with all the default settings the curser changes to a flickering blue circle and white arrow. It's like it's trying to access something but isn't able to but I've installed it on a PC with an OS that is only a week old. The first time I installed it was with Windows Defender active and then I disabled that when I installed AVG Free and Zone Alarm. I'm at a total loss on what it could be which makes me want to solve it even more. I don't care if it takes weeks or months I can become stubborn about things like this. Especially when it worked on the same PC before.

Something else I've tried is installing it to the default location of 😄 program files(x86) and when that didn't work I tried installing it to an external WD USB storage drive but the outcome is always the same. It loads superfast to the main menu but changing aircraft or starting a flight causing it to lock up.

I would re-install Windows if I thought that might help but I'm not sure if it would. I have a full backup of the main FS9 folder from when it used to work so I tried replacing the panels.dll file but I still get the same issue.

I just realised I changed the fs9.txt file to FULL_SCREEN=0 which had no effect but when I changed the fs9.cfg file it now works. So...THANK-YOU!!!!

I've increased the graphics settings to high and re-loaded a few times and I can now load any of the default aircraft. I don't remember having to do this the last time I installed it because I always played in full screen until I added a second monitor which wasn't compatible with full screen mode. 

I'm now in the process of re-installing the SSTSIM Concorde and iFly 747-400.

if you wish to have the full screen effect in windowed mode, download this tool. works perfectly and gets rid of all the borders making FS9 look like it's in full screen.

On my pc FS9 it works perfectly both in window and full screen (Win10 64bit Home).

I read that you had a problem with the unreadable CD 4.
There is a freeware utility for recovering data from damaged CDs.

My advice is to completely reinstall FS9 again.
Proceed like this:

- Disinstall all program and addon's (aircraft, scenery, etc).

Now!

- Create a new folder on the desktop with a random name (example: FS2004_Complete).
- Download this utility: https://recoverytoolbox.com/cd.html
- Insert the CD4 into the drive and (using the Recoverytoolbox!) copy all CD4 files into the folder you created on the desktop.
- Insert the CD3 into the drive and (using the recoverytoolbox only if necessary) copy all CD3 files into the folder you created on the desktop (overwriting the files when you are asked to overwrite).
- Insert the CD2 into the drive and (using the recoverytoolbox only if necessary) copy all CD2 files into the folder you created on the desktop (overwriting the files when you are asked to overwrite).
- Insert the CD1 into the drive and (using the recoverytoolbox only if necessary) copy all CD1 files into the folder you created on the desktop (overwriting the files when you are asked to overwrite).

Now you can install FS9 directly from the folder "FS2004_Complete". 🙂
(Note! Save all folder "FS2004_Complete" on the USB stick from future reinstallation).

- When the FS9 installation is finished, download patch 9.1 from here ( https://flyawaysimulation.com/downloads/files/15244/microsoft-flight-simulator-2004-v91-no-cd-patch/ ) and install it.

Enjoy, Flight Simulator 9 is ready to fly!
