Which VRAM usage to believe?

Trying to balance sim settings vs VRAM to also allow a bit of VRAM room for streaming and also to just make sure I don't blow through it all since I've found in the past that of course once it has to start swapping with system RAM the GPU usage tanks and of course FPS goes with it.  I.e. streaming the freeware EGKK has generally been a bad idea unless using the older not fully custom version. 

So right now I'm loaded into Macco EGCC with the latest FBW dev version and in sim FPS counter says GPUMem Budget 4GB of 7GB.  Task manager in Windows shows 7.2GB used.  HWiNFO reports similar to Task manager.  So am I using 4GB or 7GB+?  Even previous to SU5 I'd see a similar discrepancy though the in sim number was usually more like 6.5 of 7.6GB budget for example (or higher) at the same kinds of airports.

The developer mode counter shows actual VRAM usage, while the Task Manager and most overlays show VRAM allocation (which is the amount of VRAM the application requests, even if it's not actively using all of it). So you should trust the in-game counter.

So I guess the next obvious question would be as an example if Task Manager shows say for instance 7.5GB of my 8GB VRAM "in use" or "allocated" and in sim shows something like 5 of 7GB.  Now let's say I need to run an app that's going to use, just for ease of comparison, 1GB of VRAM while running the sim.  Is the sim going to be forced to lower its requested allocation since it's not actually using it all?  Or am I forced to reduce settings to get that allocation request down so I can run that other app and not end up swapping in system RAM?

Yes, in such a situation the allocation will go down and it should not affect the experience in any noticeable way.
