The Panels_SDK in the FS9 SDK is a good starting point.

FSNabisso does appear to be dead, but is listed on the Wayback Machine, so it might be worthwhile looking around there :)

charliearon has given the link to the Wayback Machine … the SDK is on one of the install CDs

If you search for "fs9 sdk download" you'll find links if you need them, including here on AvSim. Obviously I can't guarantee that the links are good, but if you stick to reputable sources there shouldn't be an issue.
