Wonder if some of the weather problems are arising from metars with human augmentation and others close by with no human augmentation. Just an idea I thought I would throw out there.

Yep, just like in real life.  I have never fully trusted automated metar reports, it is best to investigate yourself as they are often not fully correct.  I was at an airport fly in event with a BBQ and all, beautiful day.  Some of the arriving folks stated that it was report hard overcast.  Turns out it was a crows nest built on the units celiometer's optical eye.
