For reasons I don't understand I don't see a lot of others who comment on this but I find it a major annoyance--perhaps because the rest of the sim is so solidly smooth.  A fix called the ATC Stuttering Fix worked quite well but that stopped w/ SU7 and the beta fix did not change that, at least for me it no longer works in fact prevents ATC from functioning at all.  Anyway, here is a workable solution if this bothers you enough to intervene for your IFR flights:

  1. Keep the ATC window open while you are setting up your flight at the gate, since you're not moving you won't notice the stuttering that frequently accompanies ATC when a new line of speech and text line executes.  
  2. Keep AI Flight Assist off for now, accessible thru the Toolbar.  This way so you can initiate pushback on your own schedule.  So like this:

  1. Once pushback is complete, and you've selected Request Taxi IFR in the ATC window, and Clearance, then tune to the departure Tower.
  2. Now go ahead and choose Flight Assist > AI Radio Communications to on.
  3. Now you can turn off ATC in the Toolbar and close the ATC window manually.

What you're left with is hearing all ATC commands (if you've set ATC Voices to ON in Assistance > User Experience) but w/o the pop up ATC window displaying text.  You lose all stutter now and can still use keypresses to make ATC actions operate if you can remember which number keys equate to which action.  If you did the step of choosing Clearance and Tower freq while the ATC window was open when you arrive at the runway threshold your Flight Assist will respond correctly to the prompt when cleared for takeoff.  With a little practice you will remember which key numbers do what when interacting w/ ATC.  You can always reopen the ATC window in the Toolbar, but if you don't turn it off in the Toolbar you will get stutters even when the ATC window is not visible, if you follow.

This corroborates the notion it's the ATC window w/ text itself that causes this stutter-not the ATC voices themselves, which was very counterintuitive for me I assumed it had to do w/ Azure audio was occupying competing bandwidth w/ video animation, but that is not the case.  And this fits w/ the ATC Stuttering Fix which simply limited total lines to 4 w/ the latest replacing the earliest in the string of ATC text/speech deliveries.

Probably because most people don't have this problem...? 😉 I have no clue what this is all about and never heard anyone talking about (apparently) stuttering ATC. But for those that do have problems: I'm sure they appreciate your solution! 😉

To be clear tup61 ATC speech does not stutter--what happens is it creates a stutter in the video.  Next time up when in an area easy to see something close in the nearfield like taxiway lines or what have you look outside a window as you're taxiing and note when ATC generates new text/speech--there would only be ATC talk when the airport is busy, during your own taxi.  You can also request a change in altitude when you're up in the air and for ATC to talk to demonstrate this.  I would love for this to be unique to my own use because it implies there might be a real solution, but clearly others experience it which is why someone went to the trouble to create the ATC Stuttering Fix.  Here's a link to a thread on the MSFS forum from early on, which is where I learned this workaround.  The video is of poor quality but if you look you'll see what's happening.
