if im am doing a VFR flight with flight following and the weather deteriates what is the correct saying to change to an IFR flight?

Actual "pop-up IFR clearances" are not supported at this point.  However, you can either:

1) Request vectors to an approach at the airport you want

2) Perform the "recovery" process of: 

• Create an IFR plan
• Disconnect/Reconnect to the SIM to clear the P2A States
• File the plan (be sure your aircraft will be on or near a leg of the plan)
• Make initial contact with the center or other 'en-route' controller
• You should then get a new squawk code and be on an IFR plan
