I just tried the new experimental New Render Window function in General Options screen, and I am able to get a second, even a third window to open. You can size the new windows to various preset sizes, and switch between them with ALT-TAB and change the view from Cockpit to External or Drone. Very nice.

But how do you unlink them from the main view? 

The way it works now, you always have the same view in every window.

Have you been trying the Sliders provided? 3 monitors works very well but you will take a FPS hit obviously.

 

I think I misunderstood the purpose of the feature. Apparently you can only create offsets of the main window.

I was hoping that i could open a new viewport in a small window, like an outside or drone view.
